A variety of criteria should be used when evaluating proposals to stimulate the economy:
Relief packages for people facing hardships due to economic downturns should be temporary and well-targeted.
Policymakers should increase funding for the operating and capital costs of rural public transportation.
State departments of transportation should provide adequate technical assistance to support effective, coordinated transportation planning for rural communities.
Congress should increase funding for tribal transportation programs.
Policymakers should streamline the process of obtaining tribal transit funding.
Efforts to balance the budget or address shortfalls should remain the purview of the legislative branch. They should be fully negotiated by elected officials.
When economic conditions permit, states should accumulate budget reserves adequate to maintain services during recessions.
Governments should not limit their ability to address future economic and political changes and the need for investments.
