The Federal Trade Commission (FTC) Funeral Rule should be updated to better protect consumers, increase oversight, and promote competition among funeral homes.

The FTC should adopt minimum standards for prepaid funeral contracts. These are sometimes called preneed funeral contracts.

Congress should fund the CPSC at appropriate levels. 

Policymakers and the private sector should support the ability of people of all ages, ability levels, and backgrounds to travel.

Travel should be safe, including during declared public health crises. During such times, travel providers should be required to put in place and publicize safety protocols. 

Travel should include consumer protections, including transparent pricing and access to redress.

Policymakers should expand opportunities for people to volunteer in their communities. This includes older adults and people with disabilities.

Federal policymakers should develop a comprehensive system for financing Long-Term Services and Supports (LTSS) that includes a new social insurance program to provide a basic level of LTSS.

Ideally, the federal government should finance LTSS through a universal, comprehensive, and publicly administered program such as Medicare or similar social insurance program of shared risk. 

States should require adequate numbers of appropriately trained staff to ensure a high quality of care.
