Congress should provide funding for the Bureau of Labor Statistics to collect sufficient data about contingent work and alternative work arrangements.

The federal government should require state CSBG and SSBG officials to consult with state and local agencies and organizations representing older people and other groups served by the programs.
Policymakers should streamline and coordinate application procedures among different public-benefit programs.
Policymakers and the private sector should ensure that reintegration programs for people released from the criminal-justice system address the employment, housing and health needs of older adults.&
In general, consumer protection laws and regulations should not preempt the ability of lower levels of government to put in place stronger consumer protections.
Consumers should have access to the full range of legal remedies when they have been harmed (see also Private Enfor
